Issue 188 - I don't think we should open this issue in its currentform

As has been discussed at length in the list the behavior that is asked 
for in this issue would constitute new behavior in the spec and at a 
minimum I believe this issue is not a bug and is a request for a new 
feature.

Assuming we intend to keep our current semantics I do believe there is 
an issue which is that the phrase "dead path elimination" can cause some 
confusion and so, as a purely editorial matter, we may want to choose 
another phrase or provide additional explanatory text. I think that 
opening an issue to track that would be useful but 188, as it is 
currently written, would not do that.

Therefore I believe that either 188 should be re-written or be required 
to go through the 'new feature' approval process.
