Issue 6 - Split it into 2 sub-issues

Taking into account the discussion we had during the last f2f meeting
about possible solution for issue 6, Alex and I would like to suggest
splitting issue 6 into 2 sub-issues:

6.1. A low-level mechanism for completion of the flow activity

Introduce a low-level mechanism for premature completion of the <flow>
activity. Applied to other BPEL activities (e.g. while) the mechanism
could be used for early completion in the context of Issue 142.

6.2. A high-level mechanism for completion of the flow activity
================================================================
Introduce a high-level mechanism for premature completion of the <flow>
activity. The mechanism should include the definition of conditions used
to specify when the desired goal has been completed, which causes
premature completion of the <flow> activity and termination of all
"unnecessary" parallel activities. 

Note: The mechanisms can coexist togehter and do not preclude each
other.
