Issue 12 - Proposed resolution

Issue 12 should be closed with no (further) change to the spec.

Rationale:
Issue 12 was split at the December f-t-f into 12.1 and 12.2, both of
which were then closed. The original proposed resolution of 12 was made
into 12.1, with 12.2 as a distinct sub-issue. (In other similar cases,
we have followed a pattern where the main issue is closed, with only one
numbered sub-issue)

Thanks to Yaron for raising this quirk.  I have tidied the list entries
for 12.1 and 12.2 as well.
