Issue - 210 - Modification to proposal

Frank Ryan pointed out that the proposed change for section 12.5 could 
potentially lead someone to believe they weren't required to define a 
link under the flow in which it is used. To prevent any possible 
confusion I have adopted his proposed modification:

Section 12.5

From: "A link has a name and all the links of a flow activity MUST be 
defined separately within the flow activity."

To: "A link has a name and all the links of a flow activity MUST be 
defined separately within the flow activity and that name MUST be unique 
amongst other link names defined within the same immediately enclosing 
flow, this requirement MUST be statically enforced."
