Subject: Issue 82.2 - Clarifying 82.2 and Update to BPEL Issues List

During the development and resolution of Issue 82 and the subissues, a
question was raised about subissue 82.2. I was asked to give a brief
history on #82.2 and provide to the TC a request to update the
description. John Evdemon asked me to forward to the TC list. Thanks.
