Issue 82.2 - draft proposal w.r.t. spec language

Attached is a draft proposal regarding the spec language for resolving
issue 82.2. Please review and provide any comments you may have. 
 
You will notice that at this time the proposal has placeholders for
needed examples. The examples are still under development. Once these
are ready they will be incorporated into a revision of this proposal on
82.2 spec language, after which we would then consider the proposal as
moving toward a vote.
