Request to open a new subissue 207.1

In Dieter's proposal, a concept is formally described as "Compensation
Handler Instance Group". This concept is currently applied to
child-scope repeatable construct only (e.g. <while>) compensated
by
<compensateScope> (scope-specific compensation).
Actually, the same concept can be generalized to describe the group of
compensation handler instances used in the default compensate
<compensate />. It will make the compensation model even easier for
users to understand.
I would suggest to generalize "Compensation Handler Instance Group"
desc
and move that paragraph to an earlier section and reuse it to describe
what happen if a fault happen in a default compensation as well.
