Hi all,

Here is proposal *draft* for Issue 207.1:

That is, generalizing Compensation Handler Instance Group description to 
apply to default compensation as well.

This MS-Word doc is based on the Dieter's proposal.
The delta is not that big. Some section renumbering. Some additional 
generalization text.

Please let me know whether how this looks good to you guys.
So we can vote on it next week.
