Serial forEach has implicit declaration (for index variable) as well.
In order for compensation to work (scope snapshot), the scope of that 
implicit declared index variable needs to be well-defined. Removing the 
scope would open another can of worms/discussion.

At this stage of the specification, generally speaking, I am against 
changing the semantics of serial / parallel forEach signifcantly, unless 
there is a bug.
