Summary of Feb 22 meeting: 
144: adopted motion to close with no
change to the spec - there are no known undefined behaviors in the currect
committee draft.  If any are identified in subsequent reviews, issues
should be opened.   
241: proposal will be updated for next
call.  
242, 243:  Danny will provide his
thinking on a resolution. 
244:  issue opened.  Dieter
will propose a resolution.
