And, by allowing concurrent onAlarm, it would give more control to users: e.g. whether to use isolated scopes, whether to ignore signal error or ignore concurrent requests.

The text in Section 12.5.7 needs some cleanup. First and second paragraph can be read as contradictory to each other.

And, the phrase of "a private copy of all process data and control behavior defined within an event handler" seem to be misleading also.
