Hi Ron,

We seem to be having some word to HTML conversion issues. I did find a couple of places where the formatting got messed up and fixed.
I am not sure where you are seeing these odd characters. Regenerating would not help unfortunately as this is a word issue.

I am here with attaching the word version of the document, which I believe can also be obtained from sourceforge from here: http://cvs.sourceforge.net/viewcvs.py/wsbpeltc/specifications/

Note that this is a version with editorial mark-up that you can disable showing the mark-up, to get a clean view.

Prasad,

   The specification seems corrupted. A lot of odd characters seem to 
have substituted themselves for the expected ones. Can you check the 
original document, regenerate the HTML, and re-upload?
