The proposed resolution for this issue was amended during the May 10th call to read as follows:

A <i>start activity</i> is a <receive> or <pick> activity that is annotated with a createInstance="yes" attribute. Non-start activities except <scope>, <flow>, or <sequence> activities MUST have a control dependency on a start activity.

The original proposal was based on text in the spec that had already been changed during editing. It was discovered that the edits had removed some of the original intent of Issue 81 so it was amended to include the "control dependency" language to restore this intent.

The issue passed without any objections.
