In today's call, Alex voiced an opinion that the comments should stay.  My objection is less that they exist, and more that for someone who is reading the XSD for any reason other than editing the XSD or other similar reason, the comments come out of left field.  What percentage of the readers will even know what an "LED" is?

So a proposal for this can take 2 routes:

1) Remove the comments

2) Change the comments somewhat.  Along the lines of:

<xsd:documentation>
       XSD Authors:  The child element onAlarm needs to be a Local Element Declaration, because there is another
       onAlarm element defined for the pick activity.
</xsd:documentation> 

On the call today I said that I would solicit opinions before making a proposal.  Opinions for alternate 2) will not be taken as endorsement of the above text, merely as a desire to keep the comments but reword them.
