Issue R9 - resolution

Just documenting that this was closed
on the call today with a motion that any document elements that are comments
directed to XSD authors should be so labeled, and that LED should be spelled
out, as in: 
<xsd:documentation>
       XSD Authors:  The child element onAlarm needs
to be a Local Element Declaration, because there is another
       onAlarm element defined for the pick activity.
</xsd:documentation> 
The editors should find all occurrances
of this type of comment when applying this resolution.  
This is an editorial resolution.
