New Issue: Static Analysis requirement for Variable Resolution, Section 12.7.1 and Appendix B

Description: In Section 12.7.1, static analysis requirements apply for <correlation>, <messageExchange>, and <partnerLink> for resolution to the appropriate scope. However, one static analysis requirement may have been missed for variable references.

Proposal: Add static analysis requirement in Section 12.7.1 and for Appendix B for: 

The variable references are resolved to the associated scope only and MUST NOT be resolved to the ancestor scopes.

Note, this text already exists as stated in Section 12.7.1.
