issue - R13

On the last call, there was a little
discussion about whether we should accept issue R13.  Dieter and Danny
had sent some email answering the questions from the submitter but it wasn't
clear to me from reading these whether the end result implied a clarification
to the spec would be beneficial.  Dieter wasn't on the call, so we
 didn't have the benefit of his thinking.   

On the call this week, I will ask if
anyone wants to make a motion to accept this issue as a clarification -
if anyone on the TC thinks that action should be taken to change the spec,
please consider making this motion (and preparing the proposal for the
clarification).  If it is not made, I will ask for a motion to close
the issue with no change to the spec and a pointer to the answers Dieter
provided in the email thread on it.  (As usual, members can make any
motion they want - I can but ask.  ;-)  )

Please review the issue and consider
your position on these choices for the meeting.
