Let's do this. Propose URLs for our specs. Note that in this case targetNamespace URLs for schema and WSDL must be different! Otherwise once someone decides to host a WSDL or schema document at that URL there will be no way to decide which document to host.

Is that good? We can easily replace URNs in our specs.

That is fine. If OASIS gives us a URL at which we can host proper schemas that is fine. It becomes ugly when people start making up URLs that point nowhere.

Not that I am an expert on this, but I asked around at work and most people recommended URLs.  Here is the best write up I was pointed to:
