Document Description:
Proposed updates to state section.  This attempts to address the following action itmes/issues:

Issue 7: should transitions be identified by URI or QName.  Propose they should be identified by URI as they will be used in content in the XML.

Issue: (also AI 97)State: If and How to represent a state model – valid states, transitions, and possible events.  Propose that valid states is availavle through metadata on the state property (using valid values) and that metadata for transitions and possible events is left for WSDM 2.0

AI 67: Add substate to the example.

AI 72: StateDocument State Pattern (State model URI, CurrentState, Transition Info.  
and AI 73: State: Make OperationalState an example of the State Pattern
	This is my attempt to rework the state section as a pattern for exposing state models.  It may need further rework to be consistent with the way pattern is descrivbed for metrics.
