MUWS Part One WS Platform

Just some high level comments:  
In the previous version of MUWS we had a platform section that made normative statements about the use of WS-RF, WS-Notification, and Security.  I really think that level of detail is important in part 1.  

I expected to see Category for taxonomies in the Common Information Items section.  

I would also like to see the normative statements for the last section on defining the manageability Interface.  

I also think we need to add a few more security caveats, I'll send them in a separate thread.
