This is certainly true for all request processing
notifications. The situation is ALWAYS ReportSituation here. This will be
reflected in message patterns as well.

This is implying that the situation is the same for all
occurrences of RequestProcessingNotification in the message. I don't think this
is true. What about situationTime? Are the priority and severity the same? Is
the msg the same? Is the successDispostion the same? Is the situationCategory th
same?
It might be better to put multiple ManagementEvents in a
single Notifiy.

<mows-xs:RequestProcessingNotification Time="E">
...
<mows-xs:RequestProcessingNotification>
</muws-xs:ManagementEvent>
How does this
sound?
The only change will
be that count()=1 or not in XPath.
