The way it reads, it implies you need to handle both scenarios as a client because vendor A is providing an EPR and vendor b is providing a WSDL url.... While it may be fair to say clients should handle both, the act (I think) is not about "how" the request originates, but rather the response of the GetManageabilityReferences operation...
