TIBCO public endpoint is available

Hi,

TIBCO public endpoint for EMW Interop is available. The following is URL
for the EPR:
http://solema2.tibco.com:8080/wsdm/1.0/SpotWeatherStationEPR.xml

Initial test run against HP's manager seems to be fine except few issues
need to work out with Bill regarding "Recalibrate".
