In section 3.1.2.5 the ApplicationSerivceEndpoint is intended for use of specifying the active WS-Trust/WS-Federation endpoints. If only passive endpoints are being exposed using the optional PassiveRequestorEndpoint what is to go in ApplicationServiceEndpoint? It seems like it would either be the same content as the passive endpoint or we should relax the requirement that ApplicationServiceEndpoint is always required.
