I think it should be left open to interpretation.  I view precondition as a "publish when <a certain condition occurs>".  A use case could be an order processing system with a precondition that specifies "publish my order fullfillment messages 3 days before Mother's day".  As an implementation detail, this condition could be either be evaluated when the order was initially placed, and put in a proprietary time-based triggering mechanism, or put in a bucket with all other time-based precondition expressions and evaluated each day.  I think the spec should allow the flexibility.

It's the latter, as I understand.
 
I guess the notification may not even be produced as a result of evaluating a precondition. For example, if  precondition is debug=true, and the Producer is not in a debug mode.
