[WSN 2.1] Proposal to resolve WSN 2.1

Per AI I took at F2F, I have uploaded
a document [1] that highlights changes to the WSBaseN text and WSDL that
reflect my interpretation of the discussion we had at the F2F around WSN
2.1.

Note, the text also includes some modifications
per the Ws-Resource resolutions.  This was not directly related to
WSN 2.1.
