WSN2.44: Filters based on headers

It may be desirable to filter notification messages based on the content of the headers. Information such as severity/priority of the notification messages may be modeled as SOAP headers. Right now the Selector expressions work on the body of the notification message only and there is no support for filtering messages based on the headers.
