New issue list

Here is the list of new issues we decided to open so far. I will update
the issues log with the description of these issues. For now it seems
the editors need the issue numbers assigned in order to track the
changes they plan to make tonight ...

WSN2.48 - Define action URI for fault messages and update the spec text
to use wsa:Action (instead of SOAPAction)
WSN2.49 - Define faults exhaustively (no silent faults)
WSN2.50 - Update non-normative examples of message formats to - a> use
version neutral prefix for SOAP namespace, b> remove spurious SOAP
headers resulting due to use of WS-A ref properties/parameters and c>
change ref-props to ref-params to make migration to wsa w3c note easier
WSN2.51 - Provide choice for binding wsn headers to notify body, soap
header or to neglect it (raw message)
