Action URI for Raw Notifications

The WS-BaseNotification specification requires the use of a particular Action URI, namely http://docs.oasis-open.org/wsn/bw-2/NotificationConsumer/Notify when sending a wrapped Notify message, but is not specific about the Action URI to be used if the subscription has specified useRaw.

The presumption might be that the NotificationProducer can set the Action URI to anything - it "just knows" the right URI to use for the particular message. 

This isn't so straightforward for a broker, as the broker might be processing a message that came in as a wrapped Notify, and needs to be sent out as a raw message.

There are several options open to a broker 

a) use http://docs.oasis-open.org/wsn/bw-2/NotificationConsumer/Notify in these circumstances 

b) use an Action URI algorithmically derived from the topic name

c) provide some administrative way of specifying the Action URI to be used for a given topic

d)support some kind of policy extension that allows a subscriber to request a given Action URI.  

e)some combination of the above.

ii) If so, provide a standard algorithm (b), Topic attribute (c), or Policy Element(d) ?
