Issue 21 proposal

Per 07/12/04 telecon [1], David Snelling
and I took the to do to write up a proposal for adding new operations for
insert, update and delete of resource properties.

The writeup is at [2], a modified version
of the WS-ResourceProperties wsdl is at [3].

The writeup basically takes the text
from SetResourceProperties and inserts it into separate headings for InsertResourceProperties,
UpdateResourceProperties and DeleteResourceProperties. The idea was to
keep these three operations signature and semantics compatible as possible
to the corresponding components in the SetResourceProperties operation.

The WSDL reflects the bias to having
separate portTypes for each operation. The rest of the porttypes in WS-ResourceProperties
have only one operation, so we saw no reason to group insert, update and
delete operations into a single portType.
