I think whether the document at a given URL can be changed or not is completely dependent upon whether the changes are "compatible" or not.  I do not believe in a URI/Resource pairing that is immutable over all time.

me-1.2-draft-01.wsdl is missing the oasis copyright statement (though the spec itself has the wsdl with the copyright statement)
