Subject: Update to Issue WSRF19

I think this issue should be restated as:
Absolute time style of interaction used in ResourceLifetime portType is
   often overly constraining.

Further, I think the last sentence of the issue should be:
This helps to reduce problems with time synchronization (eg. may need to
   do a GetResourceProperties("wsrl:CurrentTime", "wsrl:TerminationTime")
   prior to invocation of SetTerminationTime....).

One possilbe resolution(s)/recommendation(s) would be:
Allow relative time (duration) in addition to absolute time for
   TerminationTime property.

Issue WSRF19: Allow relative time (duration) in addition to absolute time
for TerminationTime property
Currently, the TerminationTime can only be set using a point-in-time. Add
the ability to specify termination time using an xsd:duration in addition
to an xsd:dateTime. This helps to reduce problems associated with getting
clocks all set correctly and in the right time zone, etc.
