Action item for WSRF76

On the Nov 15 call I was assigned an action item regarding WSRF76.

At the Oct 26-27 f2f I had written down in my notes that WSRF76 was
resolved. However, the minutes did not reflect this so I left the issue
as open.

If we are satisfied with the resolution written for WSRF76, I will
change the status to resolved.

Issue WSRF76: Clarification needed in WS-Resource embodiments for
WS-Addressing (section 3.2)

The embodiment "WS-Addressing Without Using Reference Properties
Embodiment" (section 3.2) may need clarification.
Aim to produce stable working drafts with some/most/all of these
resolutions ASAP.
