Interim issue list for todays call

I did not post an updated issue list prior to the call and I will 
continue updates during todays call. This is the version I will be 
editing from in todays call.

Of particular note:
Polling patter is REL-94
Reliable WSDL req/resp is REL-96
Group ID lifetime is REL-97
Sequence number usage (or REL-YY) is REL-98
