Can not download the WS-RM Requriements document

Someone (Marc Goodner?) posted the Reqts doc to the OASIS WSRM web site today at:

http://www.oasis-open.org/apps/org/workgroup/wsrm/download.php/4015/wsrm-reqm-issues-2003-10-14.xml

When I tried to download it I got an error message (was it in ENglish or XML?): 

The XML page cannot be displayed Cannot view XML input using XSL style sheet. Please correct the error and then click the Refresh button, or try again later.
