    Rel 108 Clarify semantics of polling

Description:

Clarify that reply to a poll only includes succesfully delivered messages.

The 2/10 version of WS-Reliability still states the following:

*PollRequest Message:*

A polling message for Acknowledgment message(s). This is used for Poll 
binding pattern only.


We agreed at the last f2f that the poll request could be used for 
messages send by any reply pattern, and the receiver
would fault if polling is not supported.

This needs to be completed in the document before we can close Rel 108.
