Potential timeline for ws-reliability progression

I would like a target of a public review being initiated before the end 
of the WS-I meeting, to be held in Vancouver on March 16 thru 19.

This is becaues there are discussion in the WS-I requiements WG 
regarding reliability profiles.  Having a stable ws-reliabiliity is 
crucial to
occur before this meeting.

That would mean we want an up/down CD ballot to close just before the 
Tuesday March 15 WSRM teleconf. 

To get an up/down vote, on this ballot, I think it would be best to have 
an earlier one week (or 6 day) ballot which we expect
comments on.  That way we can incorporate those comments into a final 
up/down ballot to close before the WS-I meeting.

That is why I proposed two short ballots, to allow the second to be a 
simple up/down ballot.
