Editorial: List styles

The spec uses multiple different styles for bulleted lists.  If possible, they should be unified.

Examples of the styles are:

Style 1: Lines 85, 100, 110

Style 2: Lines 130, 345, 368, etc.

Style 3: Lines 632, 662, 684, etc.

Also, in the list beginning at line 140, there is no significance to the order of the items, therefore it is probably better to use bullets rather than numbers with the list items.
