CD ballot is open until 11:am Wed

Karl Best told me that CD ballots must be a minimum of 7 days.

Thus He told me I had to extend the closing time to Wed 11 am.

However, we can vote on tuesday to release the public review, subject to 
the official
ballot closure , on Wed 11 AM as yes.

There are several members who have not voted yet.
