Subject: Statement of Royalty Free license


The TC charter states the spec must be royalty free, using the following 
words:
"*
Standing Rules*

In no event shall this Technical Committee finalize or approve any 
technical specification if it believes that the use, distribution, or 
implementation of such specification would necessarily require the 
unauthorized infringement of any third party rights known to the 
Technical Committee, and such third party has not agreed to provide 
necessary license rights on perpetual, royalty-free, non-discriminatory 
terms.
"




The front page of the CD .992 states:
"
For information on whether any patents have been disclosed that may be 
essential to
implementing this specification, and any offers of patent licensing 
terms, please refer to
the Intellectual Property Rights section of the Web Services Reliable 
Messaging TC web
page (http://www.oasis-open.org/committees/wsrm/).
"

The current IPR section of our web page states:
"
OASIS is not aware of any statements or declarations regarding IPR 
related to the work of this technical committee.
"

Is this enough to ensure the royalty free stance of this specification?.

We need to resolve this before member review.
