Paul,

Yes, there were some discussions for the letter.

As far as I can recollect, OASIS only requires
that at least three organizations have some
experience to use/implement with the spec.
And the text was to mention it.
It neither require to implement all of the spec,
nor interoperability test. So "successfully using"
means we have implemented something successfully
with the spec. That is my understanding.
(TC members, please correct it if my understanding
 is wrong.)
