Subject: Groups - Reliability of Request-Responses (wsrm-reliability-of-backChannelResponse-proposal .txt) uploaded

A simple, final Proposal for reliability of responses sent over
back-channel of prior requests, addressing what some users have been asking
for a while.
- Really no impact on the protocol - this was already supported, modulo a
caching requirement that is upgraded from optional to required.
- Definition of the reliability contract is just a bit different than for
the request, due to different error handling.
- Ack of response is optional (not necessary for resending - only for
notification)
