WSRM TC Teleconf Changes to agenda

I had to post a revision R1 to candidated CD which included the change 
"delivery Failure" to "delivery failure notfication" in 3.2.1.1, as 
agreed at the sept meeting.

The proper agenda, with correct reference is attached.
