The first thing you'll see is a message that will be sent to the primary rep for
each voting member with a copy to the TC indicating that the ballot will start
in approximately 30 days from date of receipt of request. It's a waiting period
to make sure primary reps have some time to check their IP holdings and
determine if they're okay with the chosen IPR mode.
