[wsrp-conformance] [AS199 & AS203] multipart mime message handling

It was requested that this be split
into 2 assertions:

AS199: Producers shall be able to parse
a multipart mime message from a single UploadContext structure.

AS203: Producers shall properly handle
the Consumer parsing a multipart mime message into the formParameters array
and an array of UploadContext structures.

Draft I was asked to circulate: 

Producers should be prepared for Consumers to either forward a multipart
mime message in a single UploadContext structure or parsed into an array
of UploadContext structures, one for each mime part of the original message.
