I agree that an explicit list of what we mean by "portlet state" is needed. I think we should leave portlet mode and window state out of that list as they are not likely to impact caching hits significantly. In fact, the explicit list might be just be the portlet's navigationalContext and all state related to the other portlets and the page.

Within the "portlet" case, there will be quite a bit of variability regarding the cacheability of the resource. I would prefer to leave these finer granularity issues to the CacheControl structure rather than make broad statements in the spec about the entire category of resources.

My interpretation is that, when a portlet is not relying on the portlet
state, it means that the result would be equivalent to one served by the
HTTP proxy.

You are right that this needs to defined explicitly.

I have a question on the second option (i.e. "portlet"). With resources,
the consumer will most likely have no control on how the resource is
being consumed at the user-agent. Since changes to the portlet's state
can happen outside the request that generated the request, I don't see
how the resource will be cacheable.
