1) Discussed Editorial error -- if we change this in the schema we need to revote to approve the committee spec.  This can be done without impacting timeline as it can be done in parallel with submission.  

Question: which way is right?  Discussed whether there are instances where this shouldn't be optional -- decided it should be safe to make this change.  

Votes:
1) Modify schema to conform to spec for NameStringValue:  6 yes.
2) Approve change draft as a committee draft: 6 yes.
3) Hold new committee specification ballot: 6 yes.

Now we need 3 statements of use.

2) BEA markup proposal -- postponded discussion until next call.
