This was also noted privately to me ... current language:

"The value replacing wsia:requestParameters should follow the pattern of a
URL query string (properly encoded name/value pairs separated by the ‘&‘
character) and be doubly encoded as it likely will be the value of a

Shouldn't the & and = be encoded so that they not interfere with the real &
and =?
