This statement is guidance to implementing the spec rather than
definitional to the spec. I could see it in the primer, but do not think
it belongs in the specification.

Description:
Most stacks have cookie support off by default. A producer that does not
require initCookie to be called can still benefit from the use of
transport level session tracking (as an optimization).
Resolution:
HTTP/HTTP SOAP based consumers SHOULD always enable cookie based session
tracking if their stacks support it.
