Reasoning: The ref=xsd:schema does not work for any of the standard wsdl 
tools we have tested (Axis ignores it, .Net throws an error, JAXRPC stops 
serializing entire enclosing structure). Also the wire format of the two 
current formats is NOT equivalent (different namespaces). Proposal follows 
the WSDL example where the schema leaves the content model open and the 
spec comments on expecting this to be a schema element from the schema 
spec. Testing will continue ....
